2. The Proposal For the Establishment of Cambodia Independent Presbytery of Asian Reformed Mission
The Asian Reformed Mission (ARM) has been reaping much fruits through the effective mission policy of evangelizing areas of South Eastern Asia for eight years by the grace of God. We glorify God because of this marvelous delightful result with our coworkers of mission. Also, we appreciate the corporate mission workers who devote themselves to the ministry.
Now we resolved to stand on the place that the Lord demands by pursuing the next step of mission strategy by the Holy Spirit. Also we plan a new system of mission as followings:
We are motivated to establish the Independent Presbytery of Cambodian Presbyterian Church (temporary name) by the following:
1. The fruitful present situation of Cambodian churches established by ARM
1) In August 2013, about 50 churches and 50 church buildings and 50 church leaders in Cambodia and in Myanmar were gathered.
2) Average 60-100 church members are gathered in the churches regularly every Lord’s day. Total members are counted as followings; 50 churches x 80 members =about 4000 members.
2. The present situation of educational mission by International Theological College Seminary (ITCS), Cambodia (College, Seminary, and Man and Woman’s Leadership Seminars)
1) College – 30 students from first year to fourth year level
2) Seminary- 8 students of M.A.R, M.Div. Th.M.
3) Pastoral Education Seminar – 120 students, 3 times a year
4) Woman’s Leadership Seminar – 120 students, 2 times a year
3. Special points
1) ITCS consists of international students – Cambodia, India, Myanmar, Philippines, and China.
2) Students of Pastoral Education and Woman’s Leadership Seminars, who are mostly husbands and wives, from the local churches are the central point to evangelizing Cambodia that proves the hopeful mission in the future.
3) Most of the ITCS students are recommended and introduced by the by the local church leaders and pastors who are participating in the seminars conducted by the ITCS, Cambodia.
4) And because the leaders are from every areas of Cambodia, they could function hopefully as a communicating channel of ITCS and in turn ITCS may also the center of their ministry as well as their mission.
5) But because there are many foreign mission groups operating in various areas that allure our students, we felt some tension. If we don’t address the situation in the administration, they may harm our mission fields.
4. The Necessity of the establishment of the Cambodia independent presbytery
1) Students who graduated need the ordination to formally begin their ministry in their local churches.
2) So the presbytery should examine their qualification and send to the local churches.
3) If they will receive the ordination out of the other denomination, they may give up the sound doctrine that was instilled in them by the Reformed faith and the theology.
4) We need the presbytery to take care of them continuously.
Constitution of Cambodian Independent Presbytery in Asian Reformed Mission (draft)
First of all, ARM admits the special character that Cambodia has and cooperates with the Cambodian churches in establishing the Cambodian Independent Presbytery. This is because the Cambodian churches do not have the sessions as there is no organized church yet .
According to the Book of Church Order of K.A.P.C. (Korean American Presbyterian Church) the establishment of Cambodia Independent Presbytery is defined as followings; “The Presbytery shall consist of the ministers (at least 3), and of the ruling elder(s) commissioned by the respective Sessions of the congregations of the region.”.(Book of the Church Order, Chapter 8 Article 2)
According to this Church Order we have no problem because we have above 3 pastors, but we have a problem because we have no any elders. So we accept the elders of ARM as we establish the Cambodia presbytery. As such thing, after we establish the presbytery it is possible to make the session. The constitution of presbytery should depend on the Church Order (The Creed, the Government, Constitutional Rules The Rules of Discipline, The Directory of the Public Worship and the Bylaws of the General Assembly) of KAPC. It shall be called for the Constitution of Cambodia Presbyterian Church (temporary name).
1. This presbytery accepts the Westminster Confession, the Large and Short Catechism, the 12 creeds and the constitution of K.A.P.C.
2. And also the presbytery accepts the Government (volume 2), the Constitutional Rules (volume 3), the Rules of Discipline (volume 4) and the Directory of the Public Worship (volume 5) and the Bylaws of the General Assembly(volume 6) which most Presbyterian churches have depended on.
As the above I submit the proposal of Establishment of the Cambodian Independent Presbytery that includes 1. the necessity of establishment 2. the order of establishment 3. the draft of presbytery constitution.
